Kashmir Quake stories

U.N. Agencies Say Quake Donations Lagging

Donations are still only trickling in to help the victims of the October 8 earthquake, when a flood is needed. Otherwise many will die of hypothermia and other problems during the winter. There is not even enough money to keep the helicopters delivering aid going. More winterized tents need to be supplied and delivered. 200,000 people who were cut off by the earthquake could remain cut off all winter.

Death Toll in Asian Quake Jumps to 73,276

The official death toll from the Oct. 8 earthquake that devastated Pakistan is now 73,276 with 1,350 more dying in the Indian part of Kashmir. Many more deaths are likely.

US to resume Kashmir relief flights despite attack

The U.S. military believes that a rocket-propelled grenade was fired at one of its CH-47 Chinook helicopters Tuesday, but has resumed relief flights. 200,000 people stranded in mountainous parts of Kashmir have yet to be reached.

Hurricane stories

Typhoon Kai-Tak batters Vietnam coast, 15 die

At least 15 people died in central Vietnam after Typhoon Kai-Tak drenched the region as it approached. There have been considerable landslides, flooding and damage. One man is missing after being swept away. The old citadel in Thua Thien-Hue province was flooded, but not the ancient town of Hoi An. or main coffee and rice growing regions or oil fields. Prime Minister Phan Van Khai has had 450 tons of rice released to help.

Texas Gov asks Bush for hurricane clean-up aid

The Federal Emergency Management Agency rejected Texas Gov. Rick Perry request to fully cover the costs of Hurricane Rita's clean-up. The governor has asked President Bush to overturn that decision. He also asked FEMA to re-house refugees about to be evicted "because no rent has been paid for three months or serious lease violations have occurred".

EPA Response Activity - November 2

EPA emergency response personnel are working in partnership with FEMA to help assess and clean up from the Hurricanes. In emergency situations such as this, under the National Response Plan, EPA serves as the primary agency for coordinating the federal response to releases of oil and hazardous materials. Our national and regional Emergency Operations Centers are activated to support EPA’s field response.

Outreach

One Million Pounds - On 10/31, EPA announced that an estimated one million pounds of household hazardous wastes have been collected in Louisiana. EPA and its contractors have distributed flyers announcing the collection system and then returned several days later to pick up all materials left in front of homes. After pickup and delivery to the various collection centers, the products were segregated into different waste streams for proper transportation and disposal.

Informational PSAs and Handouts - In the agency’s ongoing outreach efforts to the impacted region, EPA continues to distribute and post additional informational flyers and public service announcements (PSAs) cautioning about environmental hazards for returning residents in the hurricane affected areas. Information is available in English, Spanish, and Vietnamese. Region 6 plans to conduct special outreach efforts to Vietnamese temples in the New Orleans area.

National Priorities List (NPL) Sites – Initial assessments have been performed on the 54 NPL sites in the affected areas of LA, MS, AL, and TX. EPA is still in the assessment phase, and continues to monitor all the impacted NPL sites.

Drinking Water Assessment –In LA, there are a total of 1,591 drinking water facilities that served approximately 5 million people. As of 11/01, EPA has determined that 1,491 of these facilities are operational, 23 are operating on a boil water notice, 66 are not operating, and further information is being gathered on 11. In MS, there are a total of 1,367 drinking water facilities that served approximately 3.1 million people. EPA has determined that 1,302 of these facilities are operational, 41 are operating on a boil water notice and 24 are inoperable. In TX, there are a total of 1057 drinking water facilities that served approximately 4 million people. EPA has determined that 795 are operational, 186 are operating on a boil water notice, 3 are not operating, and further information is being gathered on 73. It should be noted that operational facilities may still be in need of repair or reconstruction. EPA’s Water program is continuing to assess drinking water plants in the affected area.

Wastewater -- In LA, there are a total of 317 Public Owned Treatment Works (POTW). As of 11/01, EPA has determined that 300 of these facilities are operational, 13 are not operating, and further information is being gathered on 4. In MS, AL, and TX, all the facilities are operational. It should be noted that operational facilities may still be in need of repair or reconstruction. EPA’s Water program continues to assess wastewater treatment plants in the affected area. (Note: POTW numbers are reported based on utilization of FEMA disaster designation.)

Debris Assessment and Collection – Informational flyers on debris collection continue to be distributed by EPA and the Louisiana Department of Environmental Quality in residential neighborhoods. Collection activities continue for household hazardous wastes (HHW) and orphan containers. Region 4 sponsored a HHW collection day at five sites in Jackson County, MS, and plans two similar events in other counties. As of 11/01, EPA has collected over 680,000 HHW/orphan containers throughout the affected region. In addition, EPA personnel continue to offer technical assistance in the disposal of hazardous waste and other debris left behind by the storm.

Engineers Fear Levees' Repairs Not Enough

The Senate Homeland Security and Governmental Affairs Committee has been told that repairs to New Orleans levees may not be strong enough to protect the city if there is another hurricane this season or even next season. Some repairs done in hast may need to be redone, and there are still some breaches.

Post-Katrina Elections Present Problems

New Orleans is looking to ensure that as many voters as possible will be able to vote next year. Many are currently housed out of state and under the normal rules could be purged, or may be registering there. Voting machines are waterlogged.

Bird flu stories

US bird flu plan under attack,   U.S. details bird flu plan to Congress and world

Critics say that President Bush's $7.1 billion avian influenza pandemic plan is too little, too late. It concentrates on stockpiling drugs and developing vaccines. The U.S. has been experiencing vaccine shortages since 2000. The H5N1 strain is now too widespread in Asia to stop, and has begun to arrive in Europe, and is now unstoppable. Experts are watching to see if it mutates into a form that spreads from human to human.

U.S., China Hold Bird Flu Strategy Talks

U.S. and Chinese officials discussed coordinating anti-bird flu strategy on Wednesday. They warned that governments might not report outbreaks if poultry import bans resulted. Severa l countries have imposed import bans.

Flu can be serious in kids with neurologic disease

Children with neurological or neuromuscular diseases such as muscular dystrophy or seizures are more likely to develop respiratory failure if they're hospitalized with influenza, and they should be given flu shots.

Most Cattle in Sick Cow's Herd Slaughtered

State researchers believe that most of the cattle in the herd on Texas to which the USA's first domestic case of mad cow disease belonged had already been slaughtered before the investigation began. Incomplete records were a problem, and one of the cow's offspring has not been traced. They did not work out how the cow became infected, either. The state's brucellosis records helped. They believe it highly unlikely that anyone will become ill as a result. The USDA intends to introduce a system for tracking cattle.

Ginseng product may lessen misery of cold season

A ginseng-based product taken daily has been shown to lead to fewer and less-severe colds.

Man Kills Buck With Bare Hands in Bedroom

A man wrestled with a whitetail deer in a bedroom for 40 minutes before breaking its neck. "He got kicked several times. He was walking bowlegged for a while," Deputy Doug Gay said.

You'll Need Ticket to See Baby Panda

Limited numbers of tickets to see the National Zoo's baby giant panda before the end of the year have been snapped up. More are to be issued as the cub is gradually exposed to crowds.

Sea-based windmills could blunt eyesore criticisms

Norwegian energy group Norsk Hydro wants to create parks of tethered floating non-polluting windmills well out to sea. Whilst the electricity would be more expensive, there would be fewer objections and more wind and therefore more wind power. They could supply power to coastal cities or to offshore oil and gas platforms. They would be a new combination of existing technologies.

US proposes protections for imperiled right whales

The National Marine Fisheries Service wants to designate a 36,750-square-mile (95,000 sq-km) area near southwestern Alaska's Bristol Bay as critical habitat for Pacific right whales, the most endangered large whales in the world.

Calif. Quake Could Devastate Water Supply

California Senators heard that if there were a major earthquake in Northern California, the Sacramento-San Joaquin Delta levee system could be severely damaged, jeopardizing much of the water supply for more than a year. Many homes and a lot of farmland could be flooded, along with highways and railway tracks. It would be necessary to shut down petroleum and natural gas pipelines.
